- Michael Wagoner | The Best Of Celina
Michael Wagoner Celina ISD School Board Candidate Place 2 Phone: Email: Facebook Campaign Page: https://www.facebook.com/profile.php?id=61573051963284 Please introduce yourself and describe your connection to the Celina ISD community. My name is Michael Wagoner and I am running for Celina ISD Board of Trustees Place 2. We moved to Celina 5 years ago with the intention of getting involved and moving this community forward. I have been on the Bobcat Council, an officer with the Martin PTA, I have 4 kids who are in the district, and, of course, most people know me best because of my wife, Lindsay, who teaches at Martin elementary. I have had the awesome opportunity to meet and grow with so many parents and students over the years as I have coached more than a dozen combined seasons in baseball, football, soccer, and basketball with Celina Parks and Rec. What personal experiences in education or community service have prepared you for a role on the School Board? Fun fact, my personal experience in education does include being a substitute teacher for a short period of time in Denton ISD. Also, as I have stated before, service has been a part of my life since attending the US Naval Academy and serving as a commissioned officer. This coupled with my time working in a multidisciplined environment as a family medicine physician give me a wide range of experiences to bring to the table as a member of the Board of Trustees. On average, how many Celina School Board meetings have you attended in person in the last 12 months and have you ever addressed the board? Not answered. What is your long-term vision for Celina ISD, and how do you plan to balance the district’s rich heritage with the demands of rapid growth? -In my long-term vision, Celina ISD is the premier school district in Texas, known across the nation for excellence. In a changing educational environment, challenges to public education are seen as opportunities to meet the competition with unmatched excellence. -I think the district has a great start in trying to balance the future demand by putting together the 2025 Bond Steering Committee. Encouraging a wide range of participants who are parents, city officials, business and community leaders, middle and high school students, and CISD staff in researching and presenting a future-forward bond plan. Being engaged, asking for feed back and implementing these plans is how I expect to help the district meet these future opportunities for growth. -Celina TX and Celina ISD – the success of one supports the success of the other In what ways do you see the School Board evolving to meet future challenges? I think we must start by asking the right questions. CISD’s board is asking an excellent question, “What do we want to become?” The Long-Range Facility Committee is an example of effective attempts to persistently provide answers to that question. As a CISD board member I will make every effort to engage the Celina community in CISD planning and implementation. For example, when changes to school attendance boundaries are proposed, families may feel significant challenges to their Bobcat traditions. I appreciate the current CISD board in their effective engagement with Celina families, through parent meetings with encouragement for feedback, clear website postings, newsletters, etc. How will you work to maintain and enhance academic excellence across all Celina ISD schools? I must be ready and willing to listen to the recommendations of our education professionals, our CISD administrators, teachers, counselors, paraprofessionals, with an eye on balancing best educational practices and innovations. As a new board member, I will invest the time necessary to learn the process, with my goal being to work with my fellow board members to provide every possible resource that ensures the success of all CISD students. What strategies would you propose to ensure that the curriculum remains innovative and relevant for today’s students? I will come to Place 2 ready to gain a deep understanding of how trustees can most effectively use our people, our money, our time, and our facilities as this community experiences extraordinary growth. I will support the continuous evaluation of the success of our current strategies, while keeping an eye on promising innovations. Listening to our education professionals will always be a critical strategy for me. What steps will you take to support and retain quality educators within Celina ISD? I think annual or bi-annual surveys can be a great way to get a pulse of the boots on the ground. The teachers are the engine that drives the district. I will work to continue those board efforts that are successfully supporting CISD educators. Where the indicators are not positive, I will attempt to engage those educators and my board colleagues to find solutions. How do you plan to promote ongoing professional development to keep our teachers at the forefront of modern education? Analysis of district student-success data is one way to identify strengths and weaknesses in our instruction from PK through 12th Grade. Professional development initiatives must align with this data. As I become informed about innovations and best practices, I will listen to the recommendations of the ones as mentioned above are the boots on the ground, our professional educators, and I will work with the CISD board to determine how we can most efficiently and effectively provide the resources needed. With enrollment projected to grow significantly, how would you ensure that the district’s budget is managed efficiently while meeting the needs of expanding facilities? The CISD board of trustees has invested several years in planning, study, and implementation of a critical bond plan. As a new trustee, I will listen and learn. I will encourage continued fiscal responsibility at the campus level, supporting ongoing training of administrators in effective alignment of campus budget allocations with the long-term goals of the entire district. What priorities should guide the allocation of funds between new construction, renovations, and educational programs? Our educational programs must always be our first priority. Renovations and new construction are planned and implemented in our pursuit of student learning and student success. Celina ISD is experiencing rapid enrollment growth. What measures would you support to prevent overcrowding in our schools? Celina ISD has established a record of successfully meeting the challenge of expansion. The Past Bonds link on the CISD website documents that as a result of effective management of the 2019 bond funds, every planned project was or will be completed on time and under budget. The report also notes that this effective management made the completion of additional CISD projects possible. The current board of trustees shows every indication of meeting and exceeding the 2019 success. In that effort, we must ensure that currently existing facilities are being used to the maximum benefit, even as new facilities are necessary and become available. How can we optimize existing facilities while planning for necessary future expansions? This question could go a lot of ways. I think there may be some benefit to partnering with the City of Celina for use of existing facilities that are no longer needed by CISD or other partnerships such as data-sharing from expansion studies, etc. that keep us up to date regarding the growth expectation. It can be tough to project future growth but our new construction should be designed with explosive expansion in mind. How will you ensure that parents, teachers, and community members have a meaningful voice in the decision-making process? Being an advocate and supporting the current board's commitment to attending, speaking at, and contributing to community by engaging in community organizations like Chamber of Commerce, Rotary, Celina Local. What methods would you use to maintain transparency about district policies, budgets, and upcoming projects? CISD’s website provides easy access to valuable information, including social media feeds. It is important to ensure that stakeholders, including those Celina residents who do not have children enrolled in CISD, are aware of the varied ways they can communicate questions, comments, and concerns. How can Celina ISD better integrate new technologies to enhance learning and operational efficiency? As noted on the CISD website, CISD conducted a study in 23-24 and developed a plan 24-25 to develop new CTE pathways for students to receive valuable workforce certificates. In 25-26, CISD should follow thru to implement the useful elements that resulted from this 2-year study/plan. We've planned our work, now we should work our plan. What role do you see for technology in preparing students for a rapidly evolving, digital future? Technology in the classroom is supported by CISD’s Technology and Innovation Department, another positive indicator of our district’s focus on the critical partnership between instruction and innovation. I will strongly support the board’s continued allocation of resources (the people, the dollars, and the time for teacher and student learning) that ensures that CISD students have every opportunity to develop digital-age expertise with life-long benefits. What initiatives do you believe are essential to creating a safe and inclusive learning environment? I strongly support the board's commitment to annually increasing student involvement in co-curricular/ extra-curricular activities at all school levels. How would you address issues related to student mental health and overall wellbeing within the district? Encouraging and advocating for opportunities and participation a wide range of school activities has so much benefit beyond the classroom: confidence, a sense of belonging, experience with successes and challenges. These are the proven benefits when students are engaged in school activity. ESSENTIAL is the protection of ALL students from cyber threats, bullying, online adults connecting with kids to name a few. Celina ISD has a proud legacy—how will you honor this tradition while implementing necessary changes for modern education? The success of Celina, TX and the success of Celina ISD are inseparable. The CISD board has demonstrated respect for community needs, concerns, and opinions by bringing Celina community representatives together with CISD representatives to study, plan, propose, and implement necessary changes. What innovative ideas do you have that could enhance the learning experience while respecting the district’s history? CISD’s success is currently measured in many ways, with data used to keep us continuously focused on monitoring, adjusting, and improving throughout the district. I believe an innovative measurement of CISD’s success may be found in gathering data from our graduates. From the graduate’s point of view, What did we do right? What could we have done better? How has CISD impacted your post-High School success? How do you plan to work collaboratively with fellow board members, administrators, and community stakeholders to achieve your goals? In my experience, asking questions and being willing to learn has always been crucial in any new endeavor. I intend to bring my experiences and background and smartly contribute to CISD Board of Trustees. What leadership qualities do you bring that will positively impact the district’s future? I believe three of my strongest leadership qualities are willingness to listen and learn, effective communication, and action oriented. What is the key message you want to convey to parents, educators, and community members regarding your candidacy? I may not have all the answers but at the core of my candidacy is a heart for the teachers and kids of this school district. How do you envision your role on the School Board making a lasting difference for Celina’s students and families? My desire is to see this district and this community ready to hit every pitch. When a curveball is thrown (vouchers, growth, technology innovation, funding from the state, etc.) the CISD Board of Trustees is swinging.

My family and I moved to Celina in 2020, instantly falling in love with its small-town charm and strong sense of community. My husband, Chase, and I have been married for 17 years, and our two children, Colin (15) and Caylee (12), attend Celina ISD. From the moment we attended an event on the downtown square, we knew this was where we wanted to plant roots and raise our family. The faith-based values, incredible schools, and unwavering community support have made Celina more than just our home—it’s become our extended family. I’m passionate about giving back and ensuring Celina ISD remains a place where every child can thrive. What personal experiences in education or community service have prepared you for a role on the School Board? With 14 years of experience in education, including speech pathology and educational advocacy, I’ve dedicated my career to supporting students and families. I built a private therapy practice here in Celina to serve children with specialized needs and provide advocacy services for families navigating the school system. My passion has always been to bridge the gap between parents and the district, ensuring every child receives the resources and support they need to succeed. This experience has given me a deep understanding of the challenges educators, students, and families face, and I’m committed to using my expertise to make a positive impact on Celina ISD. On average, how many Celina School Board meetings have you attended in person in the last 12 months and have you ever addressed the board? I have attended 3 school board meetings this school year and I have addressed the board as the advocate of a student in Celina. What is your long-term vision for Celina ISD, and how do you plan to balance the district’s rich heritage with the demands of rapid growth? My vision for Celina ISD is to preserve the values that make this community special while ensuring we grow in a way that benefits every student. We fell in love with Celina for its faith-based values, small-town feel, and strong community ties, and I want to see those traditions remain at the heart of our district. As Celina grows, I will advocate for strategic planning to ensure our schools maintain high-quality education, provide strong support for teachers, and keep families engaged in the decision-making process. Growth is inevitable, but with thoughtful leadership, we can expand while holding onto the values that make Celina ISD exceptional. In what ways do you see the School Board evolving to meet future challenges? As Celina continues to grow, the School Board must evolve by prioritizing strategic planning, transparency, and community engagement. We need to proactively address challenges like school capacity, teacher retention, and resource allocation while staying true to the values that make our district strong. I see the School Board becoming more collaborative—actively listening to parents, educators, and students to ensure decisions reflect the needs of our community. By embracing innovative solutions, maintaining financial responsibility, and fostering open communication, we can navigate growth while preserving the excellence and close-knit culture that define Celina ISD. How will you work to maintain and enhance academic excellence across all Celina ISD schools? Maintaining and enhancing academic excellence starts with supporting our teachers, engaging our families, and ensuring our students have the resources they need to succeed. I will advocate for strong teacher retention strategies, curriculum enhancements, and targeted support for students of all abilities. As Celina grows, we must prioritize smaller class sizes, invest in innovative programs, and ensure special education and enrichment opportunities keep pace with expansion. By fostering collaboration between educators, parents, and the community, we can uphold the high standards that make Celina ISD exceptional while continuously striving for improvement. What strategies would you propose to ensure that the curriculum remains innovative and relevant for today’s students? To keep Celina ISD’s curriculum innovative and relevant, we must integrate real-world learning experiences, expand STEM and career-readiness programs, and ensure students develop critical thinking and problem-solving skills. I will advocate for ongoing teacher training, including specialized training in special education and functional life skills, to support students of all abilities. Additionally, we need to foster community partnerships, utilize technology to enhance learning, and provide diverse pathways that prepare students for college, trades, or entrepreneurship. By staying ahead of educational trends and ensuring educators have the tools they need, we can create a curriculum that truly prepares students for their futures. What steps will you take to support and retain quality educators within Celina ISD? Supporting and retaining quality educators starts with ensuring they feel valued, equipped, and supported in their roles. I will advocate for ongoing professional development, including specialized training and paraprofessional support in classrooms, so teachers have the resources they need to succeed. Prioritizing smaller class sizes is essential to maintaining a strong learning environment and preventing burnout. Additionally, I will support competitive compensation, mentorship programs, and a positive district culture that encourages teacher retention. When educators feel supported, students thrive, and Celina ISD continues to excel. How do you plan to promote ongoing professional development to keep our teachers at the forefront of modern education? I believe ongoing professional development is key to keeping our educators engaged, empowered, and equipped with the latest teaching strategies. I will advocate for accessible, high-quality training opportunities, including workshops, mentorship programs, and specialized training in areas like special education and functional life skills. By fostering partnerships with educational experts and leveraging technology for innovative learning, we can ensure our teachers stay at the forefront of modern education. Additionally, I will support dedicated time for professional growth and collaboration, helping educators feel valued and prepared to meet the evolving needs of our students. With enrollment projected to grow significantly, how would you ensure that the district’s budget is managed efficiently while meeting the needs of expanding facilities? With Celina ISD’s rapid growth, it’s crucial to manage the budget efficiently while prioritizing student success. I will advocate for transparent, strategic financial planning that ensures funds are allocated wisely to support expanding facilities, hire quality educators, and maintain small class sizes. By exploring grants, public-private partnerships, and cost-effective resource management, we can maximize funding without overburdening taxpayers. It’s essential to balance growth with fiscal responsibility, ensuring every dollar is used to enhance education while preserving the excellence and community feel that make Celina ISD exceptional. What priorities should guide the allocation of funds between new construction, renovations, and educational programs? The allocation of funds should be guided by a balance between meeting the needs of our growing student population and maintaining the quality of education that defines Celina ISD. Prioritizing new construction is essential to prevent overcrowding, but we must also invest in renovating and updating existing facilities to ensure all students have a safe and effective learning environment. Equally important is funding educational programs, including teacher training, special education, and innovative curriculum enhancements. By strategically planning and making data-driven decisions, we can ensure resources are allocated wisely to support both infrastructure and academic excellence. Celina ISD is experiencing rapid enrollment growth. What measures would you support to prevent overcrowding in our schools? To prevent overcrowding, I will support strategic planning for new school construction, timely facility expansions, and careful zoning adjustments to balance enrollment across campuses. Prioritizing smaller class sizes is essential to maintaining a strong learning environment. I will also advocate for proactive hiring of quality educators and support staff to ensure students continue receiving individualized attention. Additionally, exploring innovative solutions like flexible learning spaces and community partnerships can help manage growth effectively. With thoughtful planning and community input, we can expand while preserving the excellence that makes Celina ISD special. How can we optimize existing facilities while planning for necessary future expansions? Optimizing existing facilities while planning for future expansion requires a strategic, forward-thinking approach. I will support the use of flexible learning spaces, repurposing underutilized areas, and investing in technology to maximize classroom efficiency. Regular assessments of facility usage can help identify ways to enhance current buildings while prioritizing renovations where needed. At the same time, proactive planning for future school construction and expansions must be based on enrollment projections and community needs. By balancing immediate space solutions with long-term growth strategies, we can ensure Celina ISD continues to provide high-quality education without compromising learning environments. How will you ensure that parents, teachers, and community members have a meaningful voice in the decision-making process? Ensuring that parents, teachers, and community members have a meaningful voice starts with open communication and active engagement. I will advocate for parent-teacher advisory committees, and transparent decision-making processes where stakeholders can provide input. Creating accessible channels for feedback—whether through surveys, forums, or direct conversations—will help ensure that all voices are heard. I believe collaboration between families, educators, and the district is essential for making informed, student-centered decisions that reflect the values and needs of our community. What methods would you use to maintain transparency about district policies, budgets, and upcoming projects? Transparency is key to building trust between the district and the community. I will advocate for clear, accessible communication through regular updates on the district website, social media, and community meetings. Providing easy-to-understand budget breakdowns, policy changes, and project timelines will help parents, teachers, and residents stay informed. I also support open forums, Q&A sessions, and financial reports that allow stakeholders to ask questions and provide input. By prioritizing transparency and two-way communication, we can ensure that decisions are made with accountability and in the best interest of Celina ISD students and families. How can Celina ISD better integrate new technologies to enhance learning and operational efficiency? Celina ISD can enhance learning and operational efficiency by integrating technology in a way that supports both students and educators. I will advocate for expanding access to modern classroom tools, such as interactive learning platforms, adaptive software for personalized instruction, and assistive technology for students with special needs. Providing ongoing teacher training ensures educators can effectively utilize these tools to enhance student engagement and achievement. On the operational side, streamlining administrative processes with digital systems can improve efficiency, reduce costs, and allow more resources to be directed toward the classroom. By thoughtfully implementing technology, we can create a more dynamic and effective learning environment for all students. What role do you see for technology in preparing students for a rapidly evolving, digital future? Technology plays a critical role in preparing students for a rapidly evolving digital future. I believe Celina ISD must equip students with essential skills like digital literacy, coding, critical thinking, and responsible technology use. Expanding STEM programs, providing access to hands-on tech tools, and integrating real-world applications into the curriculum will ensure students are career- and college-ready. Additionally, fostering collaboration through online learning platforms and industry partnerships can expose students to future career opportunities. By embracing innovation while maintaining strong foundational academics, we can prepare our students to succeed in a technology-driven world. What initiatives do you believe are essential to creating a safe and inclusive learning environment? Creating a safe and inclusive learning environment starts with prioritizing student well-being, proactive safety measures, and strong community partnerships. I will advocate for improved mental health support, ensuring students have access to counselors, intervention programs, and resources that promote emotional well-being. Continuing the incredible collaboration with Celina PD is essential to maintaining secure campuses and fostering trust between students and law enforcement. As new schools are built, safety must remain a top priority through thoughtful design, updated security measures, and emergency preparedness. Every student deserves to feel safe, supported, and valued in Celina ISD. How would you address issues related to student mental health and overall wellbeing within the district? Addressing student mental health and overall well-being requires a proactive, compassionate approach. I will advocate for increased access to school counselors, mental health professionals, and wellness programs that support students emotionally and academically. Expanding teacher training on identifying and addressing mental health concerns will help ensure early intervention. Additionally, fostering a positive school culture through peer support programs, mindfulness initiatives, and open conversations about mental health can help reduce stigma. By prioritizing mental health as part of a well-rounded education, we can create a supportive environment where every student feels valued, heard, and equipped to succeed. Celina ISD has a proud legacy—how will you honor this tradition while implementing necessary changes for modern education? Celina ISD’s legacy is built on strong values, academic excellence, and a close-knit community, and I am committed to preserving that foundation while ensuring we evolve to meet the needs of today’s students. I will honor our traditions by maintaining high educational standards, supporting our teachers, and fostering the strong school spirit that makes Celina special. By balancing tradition with progress, we can ensure that Celina ISD continues to be a place where students thrive for generations to come. What innovative ideas do you have that could enhance the learning experience while respecting the district’s history? I believe we can enhance the learning experience while honoring Celina ISD’s history by blending tradition with innovation. Expanding hands-on, real-world learning opportunities—such as career and technical education (CTE) programs, entrepreneurship initiatives, and STEM-focused projects—will prepare students for future success. Integrating more technology-driven learning, including interactive classrooms and adaptive software, can personalize education while keeping students engaged. I also support strengthening mentorship programs where alumni and community leaders share their knowledge and experiences. How do you plan to work collaboratively with fellow board members, administrators, and community stakeholders to achieve your goals? Collaboration is key to making meaningful progress for Celina ISD. I plan to work closely with fellow board members by fostering open communication, respectful discussions, and a shared commitment to student success. I will also support the Special Education Director to ensure every campus has the necessary resources and support for students of all abilities. Partnering with administrators will help provide guidance and assistance where needed, ensuring schools have the tools to navigate growth and maintain excellence. Engaging with parents, teachers, and community stakeholders through regular meetings and transparent communication will help ensure that all voices are heard. By working together with a common goal—putting students first—we can make thoughtful, strategic decisions that benefit the entire Celina ISD community. What leadership qualities do you bring that will positively impact the district’s future? With 14 years of experience in education, including speech pathology and educational advocacy, I understand how policies and educational laws function within schools daily and the challenges educators face. I have built a private practice, leading a team of therapists, mentoring and supervising dozens of professionals, and working as an educational advocate to ensure parents have a voice in securing appropriate supports and services for their children. My leadership is rooted in integrity, transparency, and problem-solving, ensuring every decision supports the district’s growth while preserving its core values. What is the key message you want to convey to parents, educators, and community members regarding your candidacy? I am running for school board to be a strong voice for educators, students, and parents—because I’ve walked alongside them every day. With 14 years of hands-on experience in education, I understand how policies and decisions impact the people working and learning in our schools. While business and financial expertise are essential for a well-rounded board, true educational experience is just as critical. We need leaders who not only understand budgets but also the realities inside the classroom—leaders who can balance growth with quality education. I am committed to providing a strong educational environment for students of all abilities, ensuring they receive the support and resources they need to succeed. I will advocate for teachers, empower parents, and prioritize student success. Together, we can build a future for Celina ISD that honors our legacy while preparing for tomorrow. How do you envision your role on the School Board making a lasting difference for Celina’s students and families? With my background in education, advocacy, and leadership, I will work to provide a strong learning environment for students of all abilities, support our teachers with the resources they need, and ensure parents have a meaningful voice in their children’s education. For many years, Celina did not have an in-house special education program until five years ago. With my educational experience, I am committed to helping the district continue building a strong program that provides appropriate services and resources for children of all abilities. Every child deserves the best opportunities for success, and I will work to ensure our district meets those needs. By prioritizing strategic growth, transparency, and community collaboration, I will help shape policies that maintain academic excellence while preserving the values that make Celina ISD special. My goal is to leave a lasting impact by fostering a school system where every child can thrive, every educator feels supported, and every family is heard.
